To add a little more color here, I found out the scoop on the beach. According to the desk clerk at our hotel, this beach is built every year on the river by order of the Mayor of Paris. Apparently the city has become very expensive so the common folk all leave the city for their summer holiday and head out to the less expensive beaches and countryside. The Mayor thought that if he built a beach on the River Seine that these people might stay in town and spend their holiday dollars locally. I don't want to insult the Mayor of Paris because I don't know him all that well...but this makes as much sense as, well, nothing that I can think of.
